An important component of a good "goal culture" is management discipline around getting the goals out regularly and looking at them. I've seen a tendency to establish goals...then put them aside. It's vital to get those goals out and ask, "How are we doing on these things we said we'd get done? Are they all still relevant? Are there new goals that we need to add?"
