I've found that Herzberg is one of the more misunderstood motivation theories. How often have you heard it said, "Money doesn't motivate."? Clearly, it does. Herzberg said money isn't enough to motivate high levels of performance...other factors come into play. He called these "motivators". Maybe that was his mistake...the implication that some factors motivate while others don't.
