Maybe not (and the evidence suggests that you might be wrong) but bosses don't need to wake up with that intention to make their employees' lives miserable everyday.
Bad bosses are a sign of bad organizations. Good organizations don't hire people who are not competent to fill the role. Good organizations don't promote people who aren't competent to fill the role.
"Managing up" is a useful skill for anyone with a boss but it only works if the boss isn't an incompetent a-hole to begin with. I "managed up" when I had bosses who I respected. When I had bosses who weren't worthy of respect...I quit.
